The California Highway Patrol broke up street takeovers in Oakland during what it called a surge operation. The agency touted several arrests and a number of impounded cars, though the sheer prevalence of takeovers in the area tempers any sense of victory.
Each crackdown chips away at a problem that has proven stubbornly persistent. While the arrests and impoundments are welcome, the scale of Oakland’s takeover scene suggests that lasting change will require far more than a single surge operation.
