California Lawmakers Stall Legislation Aimed At Preserving Classic Cars

Legislation championed by classic car enthusiast and television personality Jay Leno that would have created a pathway for older vehicles to operate more freely under California’s strict emissions regulations has stalled in the state legislature, disappointing the classic car community and raising questions about whether meaningful relief for pre-emissions era vehicles will ever gain political traction in the state. The bill had been positioned as a reasonable compromise that would allow historically significant vehicles to be driven and enjoyed without the compliance burden that current rules impose.

California’s regulatory environment has long been a frustration for classic car owners, who argue that exempting vehicles produced before modern emissions standards were implemented makes logical and practical sense given the negligible impact these rare, low-mileage cars have on overall air quality. Opponents of the bill have argued that any weakening of emissions standards, however targeted, sets a problematic precedent. The bill’s failure is a setback, but supporters say they plan to reintroduce similar legislation in future sessions.
