Opa-Locka Auto Parts Business Owner Charged With Running Stolen Vehicle Export Operation

A Shipping Container Cracks the Case Open

A months-long investigation into an Opa-locka, Florida auto parts business ended with the arrest of its owner, who authorities allege orchestrated a large-scale stolen vehicle and parts export operation. Miami-Dade deputies took 47-year-old Roohullah Abdul Rauof into custody this week, accusing him of running Shine Motors as a front for the scheme.

Stolen Vehicles and Engines Found Bound for the UAE

The case gained momentum in late September when U.S. Customs and Border Protection officers at PortMiami inspected a shipping container tied to Shine Motors and found three vehicles reported stolen in Miami-Dade County. Alongside them, investigators say they found four engines connected to theft cases handled by Miami-Dade, Broward, Pembroke Pines, and Plantation authorities. According to arrest records, the shipment was headed for the United Arab Emirates.

A Facility Inspection Turns Up More Evidence

That discovery prompted the Miami-Dade Sheriff’s Office Auto Crimes Task Force to inspect Shine Motors’ facility on Cairo Lane in mid-October. Deputies reported finding numerous parts traced back to vehicles stolen from Miami, Hollywood, and Fort Lauderdale. They also documented 274 unassigned Florida titles and several vehicles that hadn’t been properly reported to the National Motor Vehicle Title Information System, a requirement for legitimate dealers.

No Records to Explain the Inventory

Investigators say Abdul Rauof acknowledged he had no purchase records or legal documentation for the vehicles and engines stored at the property. Authorities estimated the value of the recovered stolen property at more than $214,000.

45 Felony Charges Filed

Deputies returned to the business this week to arrest Abdul Rauof on 45 felony charges, including operating a chop shop, grand theft auto, dealing in stolen property, and filing false vehicle paperwork. He also faces more than 200 misdemeanor counts tied to improper title transfers.

Held on Six-Figure Bond

Abdul Rauof remained jailed as of Wednesday at the Turner Guilford Knight Correctional Center, with bond set at $145,500. As with any pending case, he is presumed innocent unless and until proven guilty in a court of law.
