The arrests came after the El Paso County Tax Assessor-Collector’s Office flagged irregularities in vehicle sales and title paperwork connected to Car Capitol, a dealership that has operated in the area for years.
Who Was Arrested and What They’re Accused Of
Authorities identified the dealership’s owner as Perry Wolfe, who was taken into custody alongside employees Regina Ozaeta and Mario Uribe. Investigators allege the three played roles in vehicle transfers carried out under misleading or false circumstances, with the investigation focused on sales and title-submission patterns that officials say didn’t align with state requirements. Wolfe faces a felony charge of fraudulent transfer of a motor vehicle under Texas law, while Ozaeta and Uribe have each been charged with tampering with government records, also a felony offense. As with any pending case, these charges are accusations, and all three are presumed innocent unless proven guilty in court.
