Ford Edge 2.0L EcoBoost Petition: What Ford’s Own Bulletins Reveal

Most federal defect reviews begin with regulators trying to figure out what’s wrong. This one starts with the automaker’s own repair manual. For years, Ford dealers have had a step-by-step procedure for finding coolant in the cylinders of 2.0-liter EcoBoost Edges and fixing it by replacing the long block. The question for the government isn’t whether the engines can fail. It’s whether that failure is a safety defect or just a very expensive quality problem.

What NHTSA Actually Opened

The “DP” prefix matters: this is a defect petition, not a formal investigation or a recall. Under federal rules, NHTSA runs a technical review of the petition and any other information it has. That review may include getting data from the manufacturer. The agency then decides whether to open a formal investigation, weighing factors like agency resources and priorities.

The clock is set by 49 CFR 552. NHTSA must notify the petitioner of its decision within 120 days of receiving the petition. If it grants the petition, it opens an investigation. If it denies it, it must publish a Federal Register notice explaining why within 45 days.

Ford’s Own Paper Trail

The most revealing documents here aren’t the complaints. They’re Ford’s own service documents, filed with NHTSA like every technical bulletin.

In 2018, Ford issued Special Service Message 47204. It told technicians that some 2015–2018 Fusion, MKZ, MKC, Escape, and Edge models with the 2.0L EcoBoost could run rough and set misfire codes. Ford described the cause in plain language: “coolant intrusion due to corrosion on the engine block.” The diagnostic test was simple and damning. Pressurize the cooling system to 20 psi and hold it for five hours. If pressure drops by 4 psi, pull the spark plugs and look for coolant in the cylinders. If coolant is there, replace the long block.

That guidance was formalized in TSB 19-2346, dated December 19, 2019. It lists the symptoms as low coolant, white exhaust smoke, and rough running, with or without a check-engine light. The fix is still a long block.

Look closely at the scope. The Fusion, MKZ, Escape, and MKC entries have build-date cutoffs in spring 2019. The 2015–2018 Edge has none. Every 2.0L Edge in that span qualifies if it shows the symptoms. That’s the population the petition targets, and Ford drew the same line years ago.

The bulletin’s labor table tells you what the job involves: 15.0 hours for an all-wheel-drive Edge and 13.3 hours for front-drive, just to diagnose and swap the long block. The parts list includes subframe bolts, halfshaft seals, and ball-joint hardware. In practice, the engine comes out from underneath along with half the front end.

The fine print matters most to owners. The bulletin says a TSB does not change warranty coverage limits. A TSB tells a dealer how to fix something; it doesn’t tell Ford to pay for it. For Edges now eight to eleven years old, that usually means the owner pays.

Why Coolant Intrusion Becomes a Driveability Problem

The mechanism explains both the parking-lot symptoms and the highway risk. When coolant seeps past its intended boundary into a cylinder, it tends to pool while the car sits. The next cold start fires that wet cylinder poorly: misfire codes, a shaking idle, and white, sweet-smelling exhaust while the coolant burns off. Then the engine warms up and seems fine, which is why so many owners get told to “keep an eye on it.”

The bigger danger is the slow coolant loss. An engine that keeps burning its own antifreeze eventually runs low, and a low-coolant turbocharged engine gets hot fast. The TSB’s trouble-code list goes beyond misfires. It includes P0217, P1285, and P1299, a group of engine- and cylinder-head over-temperature codes. The parts list also includes a cylinder head temperature sensor.

Ford’s over-temperature protection is designed to save the engine by cutting power when heads get too hot. That’s sensible engineering in a driveway. It’s a much bigger problem when the car suddenly loses power in the middle lane of an interstate merge. That’s the link between “coolant intrusion” and “loss of motive power,” and it’s the argument that turns a durability complaint into a safety petition.

The Bar NHTSA Has to Clear

NHTSA doesn’t police durability. It polices unreasonable safety risk, and engine-failure petitions don’t always pass that test.

The agency’s recent history shows how it weighs these cases. In 2024, it denied a petition, DP24-001, over loss of power in 2017 Hyundai Santa Fe models with the 3.3L Lambda-II V6. Among other factors, NHTSA pointed to Hyundai’s maintenance guidance and its extended engine warranty. The takeaway: if the automaker is already shouldering the cost, regulators may decide a federal investigation adds little.

Ford has been here before with a small turbo engine. In 2018, the agency opened PE18-007 into loss of motive power in 2013 Escapes with the 1.6L turbo engine after receiving 42 reports. Loss of power at speed is a failure mode ODI takes seriously when the numbers and circumstances line up.

The Courtroom Parallel

The engineering fight is also moving through federal court. Plaintiffs’ counsel is litigating Miller v. Ford in the Eastern District of California, Case No. 2:20-cv-01796. The case covers 2015–2018 Edges along with Escape, Fusion, MKC, and MKZ models with 1.5L, 1.6L, or 2.0L EcoBoost engines. The complaint alleges coolant leaks into the cylinders, causing corrosion, oil dilution, and engine failure.

Counsel also accuses Ford of stopgap fixes such as software recalibrations and coolant-level sensors that don’t stop the intrusion itself. Those are allegations, not findings. According to another plaintiffs’ firm, the court has not certified a class.

What Owners Should Do Now

Save every receipt. If this ever becomes a recall, federal rules require the manufacturer to reimburse owners who paid for the fix beforehand, covering parts and labor at local rates plus taxes and disposal fees. There’s an important exception. Ford’s plan can exclude repairs done while the car was still under warranty, unless a dealer refused to cover it or the warranty repair didn’t fix the problem. If a dealer turned you down under warranty, get that refusal in writing.

The start date of the reimbursement window is a detail most owners miss. Under NHTSA’s reimbursement rule, the window for a defect recall begins either when NHTSA opens an engineering analysis or one year before the manufacturer files its defect notice. A defect petition alone doesn’t start that clock. That’s why an owner who paid $8,000 for a long block in 2021 should care whether this case ever reaches the engineering-analysis stage.

In the meantime, check your coolant reservoir weekly when the engine is cold. Treat any unexplained drop as a symptom, not a nuisance. If the car starts rough and blows white smoke after sitting, ask a shop to run Ford’s pressure-hold test before the problem finds you on the highway.

Run your VIN through NHTSA’s recall lookup periodically, since new campaigns are added as they’re filed.

What Buyers Should Know

A 2015–2018 Edge with the 2.0L can still be a reasonable buy, but only with documentation. Ask for proof that the engine was replaced under the TSB procedure, and get the repair order, not a verbal “it’s been fixed.” If there’s no record, pay for a cooling-system pressure test and a borescope look into the cylinders before handing over money. It’s a cheap check against a repair bill that can exceed the car’s value.

Price the uncertainty accordingly. Until NHTSA decides, any unrepaired 2.0L Edge carries a possible long-block bill that the market doesn’t always reflect.

Ford’s documents already explain how the failure happens. What regulators still have to decide is whether that failure is a hazard on the road or just a very expensive problem in the service bay.
