Minneapolis Police Bust Car Tampering Scam That Targeted Both Buyers and Sellers

Minneapolis police dismantled a vehicle tampering operation that had been running a two-sided fraud scheme targeting both private vehicle buyers and sellers, using a combination of title manipulation, odometer rollback, and staged inspection deceptions to extract money from victims at multiple points in the transaction process.

The ring operated by identifying vehicles with legitimate defects, purchasing them at distressed prices from unknowing sellers, falsifying documentation and performing cosmetic repairs to obscure the issues, and reselling them at inflated prices to buyers who believed they were getting sound vehicles.

In some instances the operation also targeted sellers by identifying vehicles in excellent condition and inducing owners to accept below-market prices through fraudulent damage claims or fabricated inspection reports designed to make the seller believe their vehicle was worth significantly less than its actual value.

Multiple suspects were arrested in coordinated raids that included search warrants for both physical locations and digital records. Charges include fraud, odometer tampering — a federal offense — and operating an unlicensed vehicle dealership.

Private vehicle buyers are advised to obtain independent pre-purchase inspections from mechanics they select themselves, run the VIN through vehicle history services, and verify title information directly with the state DMV before completing any private party transaction.
