Cruising, or driving the same stretch of road repeatedly as a recreational act, is a controversial topic. Many cities have banned the practice and police regularly enforce the law with fines and sometimes vehicle seizures. But a bill before the Arizona legislature would stop any cities in the state from banning cruising moving forward.

As one might imagine, not everyone loves the idea of stopping cities from banning cruising. The lowrider community, however, seems to be squarely behind this bill and its sponsor, Representative Cesar Aguilar, saying they’ve been unfairly targeted in the past and want to see that come to an end.

Local station 12News interviewed the founder of a lowrider club in the Phoenix area, Richard Ochoa, who explained he thinks since he and other lowriders pay taxes, they should have the “right to drive on the street.”

But businesses and individuals have complained about the negative impacts of cruising, which can create traffic issues in certain areas, making it difficult for people to reach their destination. While one business organizer told 12News that cruising on Grand Avenue in Phoenix had become a danger and nuisance, that person didn’t want to talk about it on camera.

If HB 2332 passes in its current form, it will do several things. Not only does it stop cities from banning cruising, it also keeps local authorities from passing ordinances which restrict vehicle suspension modifications and bumper heights. Lowriders say those have been used in the past to harass them.

It will be interesting to see how this bill does in the Arizona legislature and if it has any effect on other states. We know this issue is controversial just about everywhere.
